This is a very serious offense so chances are you will lose your license indefinitely, maybe jail time, probable probation after jail and whatever else the Judge feels is pertinent to this case. You may want to plea bargain for a deal with the DAs office if they offer one
The prosecuting attorney will charge you, but remember that the person in the wheelchair may also sue in you in a civil suit.

Depends on where you are. In my state, the usual sentence is 6 to 20 years in prison for DUI causing substantial bodily harm. Add a few months for the others.
